The simple answer is whenever you want.  You do not have to be a certain age or have a certain medical diagnosis.  The most important factor is whether you feel it is necessary.  Safety and comfort are number one priorities for home care, so whenever you feel that you need help with basic activities or just need a ride or someone with whom to run your errands, you should consider getting home care.
